Introduction

Tan Jinghui is founding partner at Beijing Jundu Law Firm, prior to which she was general counsel for CSCEC International. Tan holds a Master of Law and Master of Structure Engineering degrees and also a training certificate as mediator from Pepperdine University. She has 25 years of work experience in construction and real estate. especially as an expert in public-private partnership projects.

Tan is legal counsel of the Ministry of Housing and Urban-Rural Development, a specialist for China Engineering Cost Association and China Tendering and Bidding Association. She also serves as arbitrator for the China International Economic and Trade Arbitration Commission, Beijing Arbitration Commission/Beijing International Arbitration Center and some other 17 arbitration commissions in China. Tan acted as core member to draft legislation documents and standard documents for state ministries, such as the MOHURD and MOF. The works she participated in include Construction Law, Regulations on the Implementation of Tendering and Bidding Law of the State Council, and Model Text of Project Cooperation Agreement between Government and Social Capital Cooperation (PPP) of the NDRC, Measures for the Administration of Concession for Infrastructure and Public Utilities (2013), Construction Contract for Construction Projects (Model Text 2017) and so on. Tan led a team to provide legal services of consultation and dispute resolutions for many famous construction projects. Among these are the whole process of legal consultation for the Hong Kong-Zhuhai-Macao Bridge, the No. 1 Citizen Service Center Project in Xiongan New District, the Beijing New Airport, the new CCTV station, the CNPC Headquarters Building, the Bank of China Headquarters Project, and the CYL Headquarters Building Project. Tan has provided legal service in the field of PPP amounting up to RMB500 billion. At the same time, she represented many difficult and complex dispute cases in the Supreme People’s Court and local high courts, using legal means to win the due interests for the parties.
