Introduction

Huang Huazhen is partner at DeHeng Law Offices and holder of a Master of Law degree from the China University of Political Science and Law with dual working background in construction and financial industries. She is one of the Public-Private Partnership legal experts of National Development and Reform Commission and Ministry of Finance of the PRC, member of the Legal and Compliance Committee of Insurance Asset Management Association of China, and also evaluation expert of the MOF’s China Clean Energy Capital (CCEC). Huang mainly practises infrastructure investment and financing, where her team has constantly done dozens of projects. They do structure designing of investment and financing, drafting of transaction documents, negotiating, consulting, etc, where most of the clients were large financial institutions and enterprises, including China Construction Bank, China Development Bank, Agricultural Bank of China, China Life, Ping An, China State Construction, China Communications Construction, China Railway Construction Corp, China Metallurgical Group Corp, Metallurgical Corp of China, and China PPP fund, etc. Among her team’s ongoing representative assignments are the China Life-China Communications Construction’s Infrastructure PPP Fund Project, the China Life-BEWG’s PPP Fund Project, the China Life-China State Shipbuilding Corp’s M&A Fund Project, the Agricultural Bank of China-State Power Investment Corp’s New Energy Debt to Equity Project, the China Life-State Power Investment Corp’s Equity Investment Project, the China Life-Gansu Power Investment Group Creditors’ Rights Project, the China Life-Yangquan Coal Industry’s Insurance Creditors’ Rights Project, the PingAn-China State Construction’s Zhangzhou Highway PPP Project, the Dongguan Highway’s Refinancing Project, etc.

Huang is author of “How to win PPP – a full analysis of financing and constructions” and “Rulers and enlightenment-understanding and application of rulers of judgment for PPP concession cases”. Additionally, Huang has published more than 10 papers in journals like Construction Economy of China, Insurance Studies and Insurance Asset Management of China. She has hosted some research projects, such as the franchise of the NDRC, capital financing for construction projects of China Construction Bank, infrastructure fund of China Reinsurance, financing for PPP project of China PPP Fund. Huang has also participated in the PPP project of insurance investment of the China Insurance Regulatory Commission, and provided expert argumentation opinions for the legislation of insurance law, PPP regulations, project income debt, etc. She has hosted dozens of legal training sessions for China Insurance Asset Management Association, Hubei Provincial Development and Reform Commission, Agricultural Bank of China, China life, Taikang Life Insurance Asset Management, Agricultural Reclamation System of the Ministry of Agriculture, China Development Bank, China MCC, China Communications Construction, China National Energy Construction and other enterprises and institutions.
