Introduction

Li Hongyuan is senior partner at DeHeng Beijing Office. He is head of DeHeng EPC, PPP Practice Group, and has represented clients in project management, procurement, bidding and contract management for various project in construction and infrastructure, including EPC, BT, PPP, and others. Li has extensive experience in drafting, reviewing and negotiating a variety of construction and infrastructure related contracts, including, but not limited to, FIDIC forms. In the field of significant construction projects, Li’s recent experience includes advising Jereh Oil & Gas Engineering Corp on its EPC project of LNG Plant in Xuanhan, Sichuan, advising Baidu on negotiating and drafting of EPC contract for its standard database centre, assisting Beijing Jingcheng Machinery Electric Holding in negotiating and drafting of EPC contract for a boiler project, advising clients on the Jinbin Avenue EPC project of Tianjin Economic and Technology Development Area Fundamental Instruction Center, assisting clients in an EPC project for the construction of Xi’an CICC Building, advising clients on an EPC project for the construction of Zhengzhou CICC Building, advising clients on the Tongzhou Canal ONE large-scale urban complex BT project, advising the State Development & Investment Corp on its construction of Tongcheng International Building, advising Danfoss on its MC project of new plant in Anshan, advising clients on a super high-rise project of Goldin Finance 117, advising IBM on an EPC contract with Tianjin Beijing-Tianjin Financial Industry Investment for T4 standard Database, advising clients on a Central Route Project of South-to-North Water Diversion Project and advising China Three Gorges Corp on several construction projects.

In the field of PPP projects, Li’s recent experience includes advising investors on PPP project for the railway for Beijing New Airport, advising Chengdu Municipal Government on its PPP project for subway Line 18, advising Zhenjiang Municipal Government in its PPP project for Haimian City, advising Beijing Municipal Government on its PPP project for Beijing New Airport, advising Rudong County on its PPP project for its Senior Care and Medical Project, advising Kunming Municipal Government on its PPP project for its subway Line 4, 5 and 9, as well as advising Wulumuqi Municipal Government on its PPP project for its subway line 2. In the field of dispute resolution, Li’s recent experiences include representing the Agricultural Bank of China in lawsuits and arbitration with Beijing Huaijian Group, representing Sinoma in its lawsuit over a general contract of 10 MW photovoltaic power generation project in Shigatze, Tibet, representing agent owners of the South-to-North Water Diversion Project in claims under construction contracts, representing Weifang Leinuote Power Equipment in its arbitration with Shandong Yunshi Thermal Power in a dispute over construction contract and representing CNPC in arbitration with Chongqing Zhonghuan Construction for a dispute over a building contract.
